David joined the Counter Fraud Centre of Expertise in the Cabinet Office in July 2017 following a 20 year career in Local Government & DWP as a Welfare Fraud Manager & Financial Investigator. David has led a number of policy initiatives and teams since then including the development of a public sector counter fraud investigator apprenticeship; developing the cross-government counter fraud functional strategy & overseeing the publication of the annual Fraud Landscape Report.
Most recently he has led the COVID-19 Counter-Fraud Post Event Assurance Team to report to the Fraud Ministerial Board on fraud and error losses within COVID-19 support spending. David is now Head of Government Counter Fraud Professionalisation leading the expansion of the Government Counter Fraud Profession (GCFP) to improve counter fraud capability and capacity across government.
David was a volunteer with Brighton LGBT Switchboard for several years when he lived in Brighton, later becoming a director and trustee. David now leads for the Counter Fraud Function & Profession on Diversity & Inclusion.
