Morna Spence

Senior Manager, Public Sector Strategy and Consulting - Accenture

Morna leads Accenture’s Health & Public Service fraud practice in the UK and Ireland, helping clients to understand how they can better organise and operate to identify fraud risk and mitigate it using a variety of interventions. She heads up an interdisciplinary team that draws on the full breadth of expertise at Accenture, including data & analytics experts, user experience designers, ecosystem partners and colleagues working with clients across the public and private sector.

In this role, she has a particular interest in how frameworks and models from psychology can be used to understand behaviour, motivation and incentivisation within fraud. She applies this to her work with clients across central government and law enforcement, using these insights to create successful counter fraud strategies and operating models. Recently, she has worked with a central government department on the design of new models to incentivise finding fraud in government, been involved in a data and analytics programme to identify fraud in C-19 schemes, and reviewed and re-designed how a department manages data protection practices.
